Unesco in collaboration with DaniCom and Niels Worsoe issued in 2004 a practical guide to procurement of technical equipment for community media institutions
The principle of this handbook is that it should be made easy for community media initiatives to get started although the initial budget might be very limited. The idea behind the proposed configurations is modular: the basic equipment is identical whether it is for a small community radio or for a regional station. Thus, upgrading is a matter of adding equipment - not substituting it. In other words, it will never be a waste of resources to start with a modest technical solution, because it can always be expanded or upgraded.
Four types or levels of stations are proposed: Micro station (1 W transmitter; a very basic studio); Village radio station (30 W transmitter; one studio), Community radio station (150 W transmitter; one studio) and Regional radio station (2 kW transmitter; 2 studios; OB transmitter system, etc.). For each level, the document offers a listing of the technical specifications and prices:
* “Micro radio”: between US$ 773,00 and 1.132,00;
* “Village radio”: US$ 7.766,00;
* “Community radio”: US$ 18.330,00 ;
* “Regional radio”: US$ 98.448,00.

L’Unesco en collaboration avec DaniCom et Niels Worsoe a produit un guide pratique –hélas uniquement en anglais – décrivant les récents développements technologiques dans le secteur de la radiophonie. Ce document offre également toute une série de conseils pour choisir l’équipement le plus approprié. Enfin il propose quatre configurations types de stations de radio : une micro station (un émetteur 1 W ; un micro studio) ; une radio locale (villageoise ou municipale, incluant 1 émetteur 30 W ; un studio), une radio communautaire (1 émetteur de 150 W ; un studio), une station régionale (émetteur 2 kW ; 2 studios ; OB transmitter system). Pour chacun de ces niveaux, un tableau récapitule les divers équipements proposés mentinnant les spécifications techniques et des estimations de coûts. Il y en a pour tous les budgets et toutes les prétentions :
